The European Commission adopted its annual policy statement setting out its views on fishing opportunities for 2008. Since the general principles outlined last year remain the same, this year's Communication focuses on a review of the achievement of conservation measures implemented since the 2002 Reform of the Common Fisheries Policy. While some long-term plans have begun to show positive results, most stocks remain outside safe biological limits, creating a high-risk situation for both the stocks concerned and the fishing industry.

Carbon dioxide (CO2) emissions from installations participating in the EU Emissions Trading Scheme (EU ETS) increased by 0.3% in 2006 when adjusted for the entry of new installations into the scheme. This is well below the 3% growth in EU Gross Domestic Product recorded last year. Based on the information received by the Community Independent Transaction Log (CITL) from Member State registries, all but 1% of installations surrendered emission allowances equal to their verified 2006 emissions by the 1 May deadline.

The European Commission & the European Investment Bank (EIB) sign a cooperation agreement establishing the new risk-sharing finance facility (RSFF) to support research & innovation in Europe. This new instrument will help to make more financing available for promoters of research & innovation projects, which often face more difficulties than traditional business sectors in accessing finance, due to the relatively high levels of uncertainty & risk inherent to their activity.
