The European Commission proposed a new, single framework for the promotion of agricultural products on the internal market and on third country markets. The new legal text merges the existing two pieces of legislation into one text, thus harmonising and simplifying the rules. For the stakeholders of promotion policy in the Member States, this single legal framework will facilitate access to and participation in the scheme.

Consumers across Europe look set to be able to make better informed choices when they take out consumer credit loans - paying for holidays, weddings or a new car - following a decision in the Council on Monday 21 May. The proposed EU Directive on Consumer Credit Loans aims to break open the €800 billion EU consumer loans market which remains largely fragmented into national markets denying consumers choice and more competitive prices. The new rules will make the market more transparent for consumers and business competitors.

The first estimate for the euro area (EA13) trade balance with the rest of the world in March 2007 gave a 7.4 bn euro surplus, compared with +0.6 bn in March 2006. The February 20072 balance was -1.3 bn, compared with -3.4 bn in February 2006. In March 2007 compared with February 2007, seasonally adjusted exports rose by 1.2%, while imports fell by 2.6%.

The Commission conditionally approved article 22 derogation to the "Poseidon pipeline", a new gas pipeline that will connect Greece and Italy. This derogation, foreseen in article 22 of the Gas directive (2003/55/EC), exempts major new infrastructures from the third party access rules of the same directive for a limited period of time in order to make the investment possible.

In the construction sector, seasonally adjusted production grew by 0.9% in the euro area (EA13) and by 1.1% in the EU27 in March 2007, compared to the previous month. In February, production increased by 1.3% in the euro area and by 0.7% in the EU27. In March 2007, compared to March 2006, output gained 11.4% in the euro area and 11.2% in the EU27, after rises of 11.7% in the euro area and 9.5% in the EU27 in February.
