Proposed tougher limits on harmful exhaust emissions from trucks, lorries and buses, including ozone precursors such as nitrogen oxides and hydrocarbons as well as particles, were backed by the Environment Committee in a report voted on 15 July. MEPs want the new "Euro VI" regulation emission limits to apply de facto from 1.1.2014, nine months earlier than the Commission proposed.

Council adopted, by qualified majority, the emergency package of restructuring measures to tackle the fuel crisis in the fisheries sector proposed by the Commission on 8 July. The package will promote the restructuring of those segments of the European fishing fleet which have been hardest hit by the current fuel crisis, while cushioning its short-term social and economic impacts for those who commit to taking long-term action.

More effort is needed to boost the quality of jobs and reduce violence against women, says an own-initiative report on equality of men and women in the EU, the first to cover all 27 EU Member States, adopted in the Women's Rights Committee on 16 July.

EU Consumer Commissioner Meglena Kuneva announced the results of an EU-wide investigation into websites offering mobile phone services such as ring-tones and wallpapers. The enquiry, which was carried out on more than 500 websites across the 27 Member States, Norway and Iceland, found that 80% of the sites checked need to be further investigated for suspected breaches of EU consumer rules.

The European Commission should allocate at least 40% of EU transport infrastructure appropriations to the railways and prioritise freight, to reduce the need for road transport, says an own-initiative report, adopted unanimously by the Transport Committee. MEPs urge the Commission to concentrate EU co-financing on improving the efficiency, interoperability and upgrading of rail infrastructure, inter-modal hubs and other freight transport modes.

The Legal Affairs Committee wants the Commission to propose new rules so that companies are not left in the dark on the investment policies of hedge funds or private equity investors who buy up their shares. They also want EU-wide measures to prevent asset stripping of companies targeted by private equity investors, and for much more light to be shed on pay and bonus packaged for fund managers.

Among issues already influencing the debate on next year's EU budget are the European Parliament's new legislative and budgetary powers if the Lisbon Treaty is ratified and the membership of the next Commission and EP. A report by Jutta HAUG (PES, DE) on the budget framework and priorities for 2009 is the first programming text adopted by MEPs as part of preparations for the EU's next annual budget.

The Netherlands is to benefit from up to EUR 500 million in European Investment Bank loans to expand and modernise its natural gas transmission network. An initial contract for EUR 375 million has been signed with N.V. Nederlandse Gasunie and a further tranche of EUR 125 million could follow at the end of 2008 or early 2009. This would make the project one of the biggest ever financed by the EIB in the Netherlands.
