The European Parliament adopted the 2009 draft budget substantially higher than that adopted by Council in its July first reading. Commitments are set at €136 bn (1.04 % of GNI), payments are €124.5 bn (equivalent of 0.959% of EU GNI). Council had adopted a draft budget of 133.9bn in commitments and €114.9 bn in payments. With this vote, Parliament has stayed within the margins of the Financial Perspective.

Common principles for levying charges at Community airports are set out in a second-reading report adopted by the European Parliament on a directive to prevent individual airports abusing a dominant position on the market. MEPs want the rules to apply to airports with an annual throughput of over five million passengers per year, whereas the Commission had proposed one million.

In August 2008 compared with July 2008, the euro area (EA15) industrial new orders index fell by 1.2%. In July the index increased by 2.0%. In the EU27 new orders decreased by 1.4% in August 2008, after growing by 2.9% in July. Excluding ships, railway & aerospace equipment industrial new orders increased by 0.6% in the euro area and by 2.0% in the EU27.

MEPs say the EU needs a coordinated response on a range of fronts in order to tackle the financial crisis and limit its impact on economic growth, jobs and small businesses. The European Parliament adopted a directive on temporary agency work which enables temporary workers to be treated equally, from day one, with those of the employer company. However, following agreement reached in May this year between the social partners in the UK, agency workers will get the same pay and conditions as permanent staff after being employed for 12 weeks. This is the final stage in the process and Member States have a maximum of three years to transpose the directive.

According to the latest revisions, the EU27 external current account recorded a deficit of 30.9 billion euro in the second quarter of 2008, compared with a deficit of 10.2 bn in the second quarter of 2007 and a deficit of 20.1 bn in the first quarter of 2008.
