The annual growth rate of the outstanding amount of debt securities issued by euro area residents decreased from 7.8% in August 2008 to 7.1% in September. For the outstanding amount of quoted shares issued by euro area residents, the annual growth rate was 0.8% in September 2008, the same as in August.

GDP declined by 0.2% in both the euro area (EA15) and the EU27 during the third quarter of 2008, compared with the previous quarter, according to flash estimates published by Eurostat, the Statistical Office of the European Communities. The European Commission has adopted an amending proposal to the Savings Taxation Directive, with a view to closing existing loopholes and eliminating tax evasion. Since 2005, the Savings Directive ensures that paying agents either report interest income received by taxpayers resident in other EU Member States or levy a withholding tax on the interest income received.
