The European Commission introduced rules to harmonise conditions for the take-off of pan-European mobile communication services on aircraft. These services will allow businesspeople and consumers to receive and make calls and messages safely with their own mobile phones while flying all over Europe. This means that the 90% of European air passengers that already carry mobile phones on-board aircraft can remain contactable during flights.

In February 2008, compared with January 2008, the volume of retail trade fell by 0.5% in the euro area (EA15), but grew by 0.3% in the EU27. In January retail trade rose by 0.5% and 0.6% respectively. In February 2008, compared with February 2007, the retail sales index fell by 0.2% in the euro area, but rose by 2.0% in the EU27.

The annual rate of growth of M3 decreased to 11.3% in February 2008, from 11.5% in January 2008. The three-month average of the annual growth rates of M3 over the period December 2007 - February 2008 declined to 11.4%, from 11.7% in the period November 2007 - January 2008.

In February 2008 compared with January 2008, the industrial producer price index rose by 0.6% in the euro area (EA15) and by 0.5% in the EU27. In January prices increased by 0.9% and 1.1% respectively.

Fitch Ratings has said that the imminent change of the UK capital gains tax regime may lead to the first major test of performance for buy-to-let (BTL) mortgages. The UK BTL sector has grown rapidly and performance has been stable since the market's inception in 1996.

Spring brings renewal and this spring in parliament MEPs will be considering a new Commission directive on renewable energy. In March last year EU leaders set a target of 20% of energy from renewable sources like the wind and sea by 2020. In March, the Economic Sentiment Indicator (ESI) rose by 1.7 points in the EU and decreased by 0.6 points in the euro area, to 102.0 and 99.6 respectively. Following a continuous decline since mid-2007, the indicator rebounded somewhat in the EU on the back of a sharp improvement in services confidence in the UK. Meanwhile, it weakened further in the euro area and now stands just below its long-term average.

The euro area (EA15) seasonally-adjusted unemployment rate stood at 7.1% in February 2008, unchanged compared with January. It was 7.6% in February 2007. The EU27 unemployment rate was 6.7% in February 2008, compared with 6.8% in January. It was 7.4% in February 2007.
